Re-roll the abilities and attributes of blue and green quality equipment
below level 85, granting the item the strength appropriate for its level. Alternatively,
re-select the random abilities attached to orange, yellow, and purple quality equipment,
but the original abilities of the equipment remain unchanged.

Note: This only applies to green and blue quality Weapons, Armor, cloaks,
and accessories dropped by monsters, orange, yellow, and purple quality
Weapons and Armor crafted by Sprites, yellow quality Weapons, Armor,
cloaks, and accessories. Quest rewards are not affected.
There is a chance to obtain duplicate prefix abilities.
