target within 20 meters has the "Damp Breath" status, they will get
the "Electromagnetic Paralysis" status, Movement Speed-20%, and
Attack and Cast Speed-30%. Lasts for 5 seconds. Cooldown: 7 seconds.

Restores Max HP by 10% after casting. You also get the status "Netherfire", which
increases DEF by 30% for 25 seconds. Cooldown: 25 seconds.
