The Wind Spirits have protected the Lost Highlands for a long time. You need to defeat them to gain their approval. I know, it sounds odd, but that's how Wind Spirits roll.

Go to Mount Daigo in the west of Lost Highlands and seek out the Shining Wind Spirit. Gain its approval.
