Re-select the random abilities attached to red quality equipment below level 90,
but the original abilities of the equipment remain unchanged.

Note: This only applies to red quality Weapons, Armor made by Sprites, and the
10th Anniversary series equipment.
It does not apply to quest rewards.
When the random abilities of red quality equipment are on the same character,
the higher value will override the lower one and cannot be stacked.
There is a chance to obtain duplicate prefix abilities.

Duration: instant, permanent, or effect-managed
