Npc : "Queen of Nice" Serphelia

"What a wonderful Town, dear %c%. This is the time of year for Angoyan’s annual carnival. If you don’t mind, as the queen of Angoyan, I sincerely invite you to spend the Carnival of Revelry on my little island."
She then hands you a letter of appointment.
"Once you arrive in Angoyan, you can find my Butler. He will make sure you enjoy a marvelous carnival on Angoyan!"

He then explains the important notes for the carnival and introduces some of the places you can enjoy.
