That's what I thought, so I investigated it too, mainly the mecha semis.

It's true that there’s something missing in their appearance compared with the mechas with the similar type, so they’re called mecha semis.

How about dismantle a few more units to compare and see?

Dismantle some uncontrolled mechanic patrols.

The result of the comparison is that those mecha semis miss some parts.

Their response hasn’t been affected - it feels as if the parts were deliberately omitted to make them more suitable for certain actions.

Perhaps at the beginning of the design of the fortress, all the mechas had some sort of ban to keep them from going out of control.

However, now it looks like they're clearly out of control.

Steps were deliberately omitted from the production of some models of mechas to avoid that sort of ban from happening.

So, although they look like semi-finished products, they are in fact finished products that meet the requirements for manufacturing.
