According to my careful observation of Stan's Quarry, Goblin Miners work crazily to extract minerals due to Goblin Casters.

Casters believed the Goblin miners were lazy, so they decided they had to change their attitude toward work.

The casters spread word that a certain kind of mineral found in Steam Mine Mountain would make a Goblin as tall as a human.

The miners began to work furiously, dreams of plucking an apple from a tree or dunking a basketball dancing about in their heads. Little known fact: Goblins love basketball; their favorite team is the Washington Wizards.

They began working so quickly that they depleted the mineral supply within days.

(You couldn't help but laugh at the Goblins.)
We need to tell those Goblins that they should not be ashamed of their height. Perhaps we can even put together a decent basketball team among the Goblins; we may need to lower the hoop a bit.

If we can convince them that growing tall won't solve their problems, we might be able to limit their mining.

Of course, people still need to plan the mining cycle effectively to resolve the problem.
