Can only be used while in stealth mode, and when used, it affects a radius of 6 meters centered around oneself.
Deals Physical DMG +174 to all enemy units within the range, interrupting
all enemy skill casts, and inflicting the "Dazzle" state on all enemies.

"Dazzle": EVA reduced to zero, entering the Dazzle state, state effect lasts for 8
seconds.

* Effect will be removed when attacked or damaged.
